What is OAI-AdsBot?
It visits landing pages submitted as ads on ChatGPT to check them against OpenAI ad policies and to judge when an ad is relevant. OpenAI says it only visits pages submitted as ads and its data is not used to train foundation models.
A bot that fits none of the groups above, such as an ad review crawler.
OpenAI's page does not say whether OAI-AdsBot reads robots.txt.

Anyone can send any user agent, so the string alone proves nothing.
OpenAI publishes the IP ranges OAI-AdsBot crawls from. A request that claims to be OAI-AdsBot from any other address is not OAI-AdsBot.
